“收缩型城市”的概念最早由德国学者于1988年提出。2004年，收缩城市国际研究网络沿用这一术语，并将城市收缩定义为“人口规模在1万以上人口密集的城市区域，面临人口流失超过两年，并经历结构性经济危机的现象”。

2019年4月，中国国家发改委官方文件中首次提及“收缩型城市”的概念。2020年4月，国家发改委发布的文件中再次提到这一概念，强调收缩型城市要瘦身强体，稳妥调减收缩型城市市辖区，审慎研究调整收缩型县（市）。

Shrinking Cities

Hi! Welcome to “About China”. In today’s program, we will talk about “Shrinking Cities”.

The concept of “shrinking cities” was first proposed by a German scholar in 1988. In 2004, the Shrinking City International Research Network adopted the term and defined urban shrinkage as “the phenomenon of a densely populated urban area with a population size of more than 10,000, facing population loss for more than two years and experiencing a structural economic crisis”.

The concept of “shrinking cities” was first mentioned in an official document from the National Development and Reform Commission of China in April 2019. In April 2020, the National Development and Reform Commission issued a document that once again mentioned this concept, emphasizing that shrinking cities should be “slim and strong”. It will steadily reduce the municipal districts of shrinking cities, and carefully study the adjustment of shrinking counties (cities).
