“A strong country must have a strong military, and only strong armed forces can keep the country safe.” To achieve the goal of the Communist Party of China (CPC) in the new era, Xi Jinping, general secretary of the CPC Central Committee, has assumed leadership, made strategic plans and put his weight behind the modernization endeavor since the 18th CPC National Congress in 2012, leading the nation to embark on a new journey to achieve basic modernization of national defense and the military by 2035 and then transforming the military into world-class armed forces by the mid-21st century.

要加强党的政治建设，引导全军坚决维护党中央权威和集中统一领导，坚决听从党中央和中央军委指挥。要坚持用新时代中国特色社会主义思想和新时代党的强军思想武装官兵，铸牢部队对党绝对忠诚的思想根基。

We must strengthen the Party politically, and guide the military in upholding the authority of the Central Committee and its centralized, unified leadership, and in obeying the command of the Central Committee and the CMC. We must continue to educate our officers and soldiers with the Thought on Socialism with Chinese Characteristics for a New Era and our Party's philosophy on strengthening the military for the new era, as a foundation for maintaining the military's absolute loyalty to our Party.

要创新军事力量运用政策制度，适应国家安全战略需求聚焦能打仗、打胜仗，创新军事战略指导制度，构建联合作战法规体系，调整完善战备制度，形成基于联合、平战一体的军事力量运用政策制度，全面履行新时代我军使命任务。

We need to update the policy systems for using our military forces, so as to implement our national security strategies. The military must focus on how to fight and win when it is called on. To this end, we should reform the system for strategic military guidance, develop a system of laws and regulations for joint operations, and improve the system of combat readiness. Our policy systems for deploying our military forces must be based on joint operations and ensure both combat readiness in peacetime and prompt response in wartime, and this will enable our military to complete its mission for the new era.

当今世界正面临百年未有之大变局，我国发展仍处于重要战略机遇期，同时各种可以预料和难以预料的风险挑战增多。全军要正确认识和把握我国安全和发展大势，强化忧患意识、危机意识、打仗意识，扎扎实实做好军事斗争准备各项工作，坚决完成党和人民赋予的使命任务。

A scale of change unseen in a century is unfolding in the world today. China is still in an important period of strategic opportunity for development, but it also faces increasing risks and challenges, both foreseeable and unexpected. In view of this, all our military personnel must gain a full understanding of China's underlying security and development trends, be ever ready to guard against potential dangers, and take solid steps to ensure that we are ready to meet any challenge and fulfill our missions entrusted by the Party and the people.

强军之道，要在得人。要把培养干部、培养人才摆在更加突出的位置，着力锻造忠诚干净担当的高素质干部队伍，着力集聚矢志强军打赢的各方面优秀人才。

Success in building a powerful military lies in capable military personnel. We need to attach greater importance to the training of officers and professionals, with a focus on training competent officers who are loyal to our Party and our people, have moral integrity, and demonstrate a keen sense of responsibility, and on using outstanding professionals who are resolved to strengthen the military and win wars.

深入开展纪律教育

Enhance discipline education

对享乐主义、奢靡之风要穷追猛打，对形式主义、官僚主义要坚决破除。要加快转变治军方式，按法定职责权限履职用权，依据条令条例和规章制度开展工作。要深入开展纪律教育，严格纪律执行，用铁的纪律推动全面从严治党、全面从严治军。

We must fight hedonism and extravagance and eliminate the practice of favoring form over substance and bureaucratism. We need to adapt our military governance, perform duties and exercise powers as prescribed by law, and carry out our work in accordance with regulations. We need to enhance discipline education and tighten discipline enforcement, exercising full and rigorous governance over the Party and the military.
