The world is undergoing momentous changes of a scale unseen in a century. Since the turn of this century, a significant number of emerging markets and developing countries have achieved rapid economic growth. The trend towards multi-polarity is gaining momentum and the configuration of international dynamics is moving towards balance. This is an irreversible trend.

坚持外交大权在党中央

The power to make foreign policy is vested in the CPC Central Committee

外交是国家意志的集中体现，必须坚持外交大权在党中央。要增强政治意识、大局意识、核心意识、看齐意识，坚决维护党中央权威和集中统一领导，自觉在思想上政治上行动上同党中央保持高度一致，确保令行禁止、步调统一。

Foreign policy epitomizes the will of a state. The power to make foreign policy is vested in the CPC Central Committee. It is important to maintain our political commitment, think in terms of the general picture, follow the core leadership of the CPC Central Committee, and act in accordance with its requirements. It is imperative to uphold the authority of the CPC Central Committee and its centralized and unified leadership, and closely follow the leadership in terms of thinking, political commitment and actions. All directives and orders of the CPC Central Committee must be executed without fail.

要深化全方位外交布局，拓展全球伙伴关系网，不断扩大我国的“朋友圈”。要推动共建“一带一路”，深化同各国的广泛合作，促进共同发展。要积极参与全球治理和多边事务，维护中国人民利益和全人类共同利益。

You should endeavor to pursue a broad diplomatic agenda, expand the network of global partnerships, and make more friends across the world. You should promote BRI, boost win-win cooperation between China and other countries, and pursue common development. You should become more actively involved in global governance and multilateral affairs to uphold the interests of the Chinese and humanity.

强化顶层设计和统筹协调

Strengthen top-level design and coordination

提高把方向、谋大局、定政策能力，推进对外工作体制机制改革，加强外事工作队伍建设，抓好重点工作的推进、检查、督办，确保党中央对外决策部署落到实处。

We should build up our capacity to chart the right course, craft overall plans and design policies. We should advance reform of foreign affairs-related systems and mechanisms, and strengthen the training and management of officials involved. We should ensure that priority programs are carried out through proper management, inspection and follow-up measures and that the Party Central Committee's decisions on foreign affairs are implemented in full.

对外交队伍建设提出了更高要求

Raise new tasks and missions for diplomats

外交人员既要政治过硬，又要本领高强。要坚持不懈加强学习，认真学习党的理论和路线方针政策、国家法律法规，学习各方面知识，不断提高科学化、专业化水平。要加强能力建设，为做好对外工作提供有力支撑。

You should have both strong political commitment and professional competence. To this end, you should take a live-and-learn approach, and gain a keen understanding of the Party's theories, principles and policies, as well as Chinese laws and regulations. You should also enrich your knowledge of a range of subjects, enhance your professional caliber, and build up your capacity so that you will be better able to fulfill your diplomatic mission.
