党的十八大以来，以习近平同志为核心的党中央坚持拓展中国特色社会主义法治道路，带领14亿中国人民凝心聚力、团结奋斗，在新的历史起点上全面推进法治中国建设的伟大征程。

The CPC Central Committee with Xi Jinping as the core has sticked to the path of socialist rule of law with Chinese characteristics since 2012, and united 1.4 billion Chinese people to embark on the great journey of building rule of law in all respects in China from a new historical starting point.

加强党对依法治国的领导

Strengthen the CPC’s leadership role in law-based governance

全面依法治国决不是要削弱党的领导，而是要加强和改善党的领导，不断提高党领导依法治国的能力和水平，巩固党的执政地位。必须坚持实现党领导立法、保证执法、支持司法、带头守法，健全党领导全面依法治国的制度和工作机制。

In absolutely no way does the rule of law amount to weakening the leadership of the CPC. Instead, it is meant to strengthen and improve its leadership, constantly enhance its capacity and performance in law-based governance, and bolster its position as the governing party. We must ensure the Party's leadership over legislation, its guarantee of law enforcement, its support for judicial justice, and its exemplary role in abiding by the law. We must improve the institutions and mechanisms by which our Party plays its leadership role in law-based governance. 

法治建设要为了人民

Develop the rule of law for the people

法治建设要为了人民、依靠人民、造福人民、保护人民。必须牢牢把握社会公平正义这一法治价值追求，努力让人民群众在每一项法律制度、每一个执法决定、每一宗司法案件中都感受到公平正义。

We must develop the rule of law for the people and rely on them, and it must benefit and protect them. We must uphold social equity and justice, which is the goal of the rule of law, and make sure that the people can see that equity and justice are served in every law, every law enforcement action, and every judicial case.

走适合自己的法治道路

Take a path of rule of law best suited to our own specific conditions

坚持中国特色社会主义法治道路。全面推进依法治国必须走对路。要从中国国情和实际出发，走适合自己的法治道路，决不能照搬别国模式和做法，决不能走西方“宪政”“三权鼎立”“司法独立”的路子。

Uphold socialist rule of law with Chinese characteristics. In advancing law-based governance, we must take the right path. We need to bear in mind our own national context and realities and take a path of rule of law best suited to our own specific conditions. Under no circumstance should we imitate the models and practices of other countries or adopt the Western models of”constitutionalism”, ”separation of powers”, and “judicial independence”.

坚定不移推进法治领域改革

Resolutely advance reform in the domain of law-based governance

要推进严格执法，理顺执法体制，完善行政执法程序，全面落实行政执法责任制。要支持司法机关依法独立行使职权，健全司法权力分工负责、相互配合、相互制约的制度安排。要加大全民普法力度，培育全社会办事依法、遇事找法、解决问题用法、化解矛盾靠法的法治环境。

We must promote strict law enforcement, establish an efficient system, improve administrative procedures, and fully implement administrative accountability. We must support the lawful and independent functioning of judicial organs and make better institutional arrangements for the exercise of judicial power in which the division of powers is both complementary and mutually restrictive. We must make greater efforts to raise public legal awareness and create an environment for the rule of law in which all of our people work in accordance with the law, look to the law when running into problems, and rely on the law to resolve problems and conflicts.

建设德才兼备的高素质法治工作队伍

Develop a contingent of high-caliber legal personnel with moral integrity and professional competence

全面推进依法治国，必须着力建设一支忠于党、忠于国家、忠于人民、忠于法律的社会主义法治工作队伍。要坚持立德树人，德法兼修，创新法治人才培养机制，努力培养造就一大批高素质法治人才及后备力量。

To advance law-based governance, we must train legal professionals devoted to socialist rule of law and loyal to the Party, the country, the people and the law. We must stick to our goal of legal education to foster virtuous specialists who are morally and professionally strong. We must be innovative in training legal talent and cultivate a large number of legal professionals of high caliber and their successors.
