大家好，欢迎来到碰词儿现场！2018年是中国改革开放40周年，“三农”问题在中国的改革开放初期曾是“重中之重”，因此，今天我们要谈论的是“中央一号文件”。

“中央一号文件”原指中共中央每年发的第一份文件。现在已经成为中共中央重视农村问题的专有名词。

中共中央在1982年至1986年连续五年发布以农业、农村和农民为主题的中央一号文件，对农村改革和农业发展作出具体部署。2004年至2014年又连续十一年发布以“三农”（农业、农村、农民）为主题的中央一号文件，强调了“三农”问题在中国的社会主义现代化时期“重中之重”的地位。2018年中央一号文件指出要全面实施乡村振兴战略。全面实施乡村振兴战略是决胜全面建成小康社会、全面建设社会主义现代化国家的重大历史任务，是新时代“三农”工作的总抓手。

No.1 central document

2018 marks the 40th anniversary of reform and opening up in China, agriculture, rural areas and farmers were of top priority in the early stage of China's reform and opening up. Therefore, in today’s program, we will talk about “No.1 central document”. 

 The first document, issued by the central committee of the Communist Party of China (CPC) and the State Council every year, is called the No.1 central document. Now it is a phrase that specifically implies to the CPC Central Committee’s emphasis on problems of the countryside. 

From 1982 to 1986, the CPC Central Committee successively issued No. 1 central documents on agriculture, rural areas and farmers drawing up plans for their development for 5 years. From 2004 to 2014, the CPC Central Committee published No. 1 central documents on the Three Rural Issues (agriculture, rural areas and farmers) in consecutive 11 years, highlighting the great importance of the matter during the socialist modernization.

According to No.1 central document of 2018, China will release a national rural vitalization strategic program (2018-2022), which is not only the breakthrough point of rural issues of new era in China, but also an important historical task to carry out in order to achieve the goal of building a moderately prosperous society in all respects and building a socialist modern country.
