《习近平谈治国理政》第三卷生动记录了党的十九大以来习近平总书记在领导推进新时代治国理政实践中发表的一系列重要论述，全面系统反映了习近平新时代中国特色社会主义思想，集中展示了马克思主义中国化的最新成果。关于推动共建“一带一路”，总书记这样说：

The third volume of Xi Jinping: The Governance of China vividly records a series of important statements and speeches made by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, based on his experiences in state governance in the new era since the 19th CPC National Congress in 2017. It fully and systematically reflects Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and demonstrates the latest achievements in the Sinicization of Marxism. As for the Belt and Road Initiative, General Secretary Xi said: 

以共建“一带一路”为实践平台推动构建人类命运共同体，

It is to further reform, opening up and sustainable development that we have proposed the BRI, 

这是从我国改革开放和长远发展出发提出来的，

and we view it as a solid platform to build a global community of shared future. 

也符合中华民族历来秉持的天下大同理念，

The BRI gives expression to the ancient Chinese vision of universal harmony, 

符合中国人怀柔远人、和谐万邦的天下观，

and the Chinese nation's worldview of making friends beyond borders and seeking

peace and harmony between nations.

占据了国际道义制高点。

Indeed, BRI cooperation is an exemplary international venture.

共建“一带一路”不仅是经济合作，

The BRI is about economic cooperation,

而且是完善全球发展模式和全球治理、

but it is also designed to improve the global development model 

推进经济全球化健康发展的重要途径。

and global governance and promote sound economic globalization.

共建“一带一路”是经济合作倡议，不是搞地缘政治联盟或军事同盟；

The BRI is an initiative designed for economic cooperation, not for geopolitical or military alliance. 

是开放包容进程，

It is an open and inclusive process that does not exclude any party.

不是要关起门来搞小圈子或者“中国俱乐部”；

It is not designed to form an exclusive bloc or a "China club". 

是不以意识形态划界，不搞零和游戏，

Its participation is not based on ideology,and it is certainly not a zero-sum game.

只要各国有意愿，我们都欢迎。

Any country that wants to participate in this initiative is welcome to do so.

过去几年共建“一带一路”完成了总体布局，

Thanks to our efforts in the past few years, a general framework of cooperation has been put in place.

绘就了一幅“大写意”，

It is like completing a drawing:The outline has been sketched; 

今后要聚焦重点、精雕细琢，

now we must fill in the fine details.

共同绘制好精谨细腻的“工笔画”。

And we need to do so with meticulous care.

要在项目建设上下功夫，建立工作机制，完善配套支持，全力推动项目取得积极进展，

We should move forward faster with our projects, particularly those that will meet the pressing needs of people in host countries. 

注意实施雪中送炭、急对方之所急、能够让当地老百姓受益的民生工程。

To this end, we need to establish working mechanisms supported by targeted measures.

要在开拓市场上下功夫，

We will make every effort to expand markets. 

搭建更多贸易促进平台，

We should establish more trading platforms, 

引导有实力的企业到沿线国家开展投资合作，

encourage competitive Chinese enterprises to invest in BRI countries,

发展跨境电子商务等贸易新业态、新模式，

and develop cross-border e-commerce and other new forms and models of trade,

注重贸易平衡。

and seek balanced trade.

要在金融保障上下功夫，

We should improve financing.

加快形成金融支持共建“一带一路”的政策体系，

We should adopt policies to strengthen financing for BRI cooperation.

有序推动人民币国际化，

We should continue the internationalization of the Renminbi in an orderly manner, 

引导社会资金共同投入沿线国家基础设施、资源开发等项目，

encourage private sector investment in infrastructure and resource projects in BRI partner countries, 

为走出去企业提供外汇资金支持。

and provide financing in foreign currencies to Chinese enterprises that operate in these countries.

要推动教育、科技、文化、体育、旅游、卫生、考古等领域交流蓬勃开展，

We should promote exchanges in the fields of education, science,technology, culture, sports, tourism, health, and archeology,

围绕共建“一带一路”开展卓有成效的民生援助。

and develop aid projects under the framework of BRI cooperation to improve people's lives.

要规范企业投资经营行为，

We should ensure that Chinese enterprises invest and operate in a well-regulated way

合法合规经营，注意保护环境，

and that they comply strictly with the laws and regulations of host countries and Protect the environment.

履行社会责任，

They should fulfill their corporate social responsibilities 

成为共建“一带一路”的形象大使。

and become pacesetters in pursuing the BRI.

要高度重视境外风险防范，

we should take overseas risk prevention and management seriously.

完善安全风险防范体系，

We should improve our risk prevention mechanisms 

全面提高境外安全保障和应对风险能力。

and upgrade security safeguards so as to guard against security risks.

各地区要加强共建“一带一路”同京津冀协同发展、

All local authorities involved should pursue the BRI in alignment with national development strategies such as those concerning the coordinated development of the Beijing- Tianjin-Hebei Region,

长江经济带发展、

the development of the Yangtze River Economic Belt,

粤港澳大湾区建设等国家战略对接，

and the development of the Guangdong-Hong Kong-Macao Greater Bay Area.

促进西部地区、东北地区在更大范围、

We should boost opening up in the western and northeastern regions 

更高层次上开放，

and encourage inland and border areas to take the lead in Pursuing opening up.

助推内陆沿边地区成为开放前沿，带动形成陆海内外联动、东西双向互济的开放格局。

With these steps, we can make new advances In opening up by building connectivity both eastward and westward,across land and sea.
