《习近平谈治国理政》第三卷生动记录了党的十九大以来习近平总书记在领导推进新时代治国理政实践中发表的一系列重要论述，全面系统反映了习近平新时代中国特色社会主义思想，集中展示了马克思主义中国化的最新成果。关于推动共建“一带一路”，总书记这样说：

The third volume of Xi Jinping: The Governance of China vividly records a series of important statements and speeches made by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, based on his experiences in state governance in the new era since the 19th CPC National Congress in 2017. It fully and systematically reflects Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and demonstrates the latest achievements in the Sinicization of Marxism. As for the Belt and Road Initiative, General Secretary Xi said: 

中阿友谊源远流长，历久弥新。

Sino-Arab friendship is time-honored and strong as ever. 

中阿两大民族虽相隔遥远，却亲如一家。

The Chinese and Arab peoples, though far apart in distance, are close like a family. 

我们在古丝绸之路上“舟舶继路、商使交属”，

Our ancestors, merchants and diplomatic envoys alike, traveled back and Forth along the overland and maritime Silk Roads. 

在争取民族独立和人民解放的斗争中并肩奋斗、患难与共，

In the modern era, we fought side by side for independence and liberation. 

在各自国家建设事业中相互支持、互利合作，谱写了合作共赢的灿烂篇章。

We also gave each other strong support in development, creating a splendid chapter of win-win cooperation. 

历史和实践证明，无论国际风云如何变幻，

Past and present experiences have proved that whatever changes may take place in the world 

无论面临怎样的艰难险阻，

and whatever obstacles may confront us, 

中阿始终是互惠互利的好伙伴、同甘共苦的好兄弟。

China and Arab states have always been good partners, sharing mutual benefit, and good brothers,going through thick and thin together.

为促进各国共同繁荣进步，

To facilitate the common prosperity and progress of interested countries, 

中方倡议共建“一带一路”，

China has put forward the Belt and Road Initiative. 

秉持共商共建共享原则，

With a commitment to the principles of extensive consultation, 

推动政策沟通、设施联通、贸易畅通、

joint contribution and shared benefits, this initiative focuses on promoting policy,infrastructure, trade, 

资金融通、民心相通，

financial and people-to-people connectivity. 

得到包括阿拉伯世界在内的国际社会广泛支持和积极参与。

It has attracted wide support and active participation from the Arab world and the broader international community. 

作为历史上丝路文明的重要参与者和缔造者之一，

As important participants and co-creators of the ancient Silk Road

阿拉伯国家身处“一带一路”交汇地带，

civilization located at the juncture of the overland and maritime Silk Roads,

是共建“一带一路”的天然合作伙伴。

Arab states are natural partners in Belt and Road cooperation.

中国发表了对阿拉伯国家政策白皮书，“一带一路”成为中阿关系重要内容。

Belt and Road cooperation features prominently in the Arab Policy Paper issued by the Chinese government. 

阿拉伯国家联盟外长理事会通过决议，表达阿拉伯国家集体参与“一带一路”建设政治意愿。

The Arab League Council, at the level of foreign ministers has adopted a resolution expressing the collective political will of Arab states to participate in the Belt and Road Initiative. 

本届部长级会议上，中阿双方还将签署《中阿合作共建“一带一路”行动宣言》。

It is expected that later during this ministerial conference, a Declaration of Action on China-Arab Stares Bet and Road Cooperation will be signed

4年来，我们携手同行，把“一带一路”同地区实际结合起来，

Over the past four years, China and Arab states have worked together to develop Belt and Read cooperation in the light of regional realities, 

把集体行动同双边合作结合起来，

to combine collective action with bilateral cooperation, 

把促进发展同维护和平结合起来，

and To promote development while upholding peace. 

优势互补，合作共赢，

Complementing each other's strengths and pursuing win win results, 

造福地区人民和世界人民。

we have delivered benefits to people both in our region and beyond. 

“一带一路”建设落地之处呈现出多姿多彩、生机勃勃的面貌，结出累累硕果。

As various projects attest, a dynamic situation has been created and many fruits harvested in out Belt and Road cooperation.

Also over the past four years, 

“一带一路”建设全面带动中阿关系发展，中阿全方位合作进入新阶段。

Belt and Road cooperation has energized every dimension of Sino-Arab relations and propelled all- round sino-Arab cooperation into a new phase.

在此，我宣布，经过中阿双方友好协商，

In this context, I am pleased to announce that after friendly consultation between the two sides, 

我们一致同意建立全面合作、共同发展、面向未来的中阿战略伙伴关系。

we have agreed to establish a Sino-Arab future-oriented strategic partner-ship of comprehensive cooperation and common development. 

这是中阿友好合作新的历史起点。

This marks a new historic milestone in Sino-Arab friendship and cooperation.

中方愿同阿方加强战略和行动对接，携手推进“一带一路”建设，

As we advance the Belt and Road Initiative, China stands ready to work with the Arab side to coordinate our development strategies and actions. 

共同做中东和平稳定的维护者、公平正义的捍卫者、共同发展的推动者、互学互鉴的好朋友，

We must strive to uphold peace and stability in the Middle East, safeguard fairness and justice, promote common development,and learn from each other as friends do. 

努力打造中阿命运共同体，为推动构建人类命运共同体作出贡献。

This joint commitment will help us build a community of shared future for China and Arab states,and one for all of humanity.
