《习近平谈治国理政》第三卷生动记录了党的十九大以来习近平总书记在领导推进新时代治国理政实践中发表的一系列重要论述，全面系统反映了习近平新时代中国特色社会主义思想，集中展示了马克思主义中国化的最新成果。关于决战脱贫攻坚，总书记这样说：

The third volume of Xi Jinping: The Governance of China vividly records a series of important statements and speeches made by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, based on his experiences in state governance in the new era since the 19th CPC National Congress in 2017. It fully and systematically reflects Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and demonstrates the latest achievements in the Sinicization of Marxism. As for poverty Elimination and a Moderately Prosperous Society, General Secretary Xi said:

脱贫攻坚力度之大、规模之广、影响之深，前所未有，取得了决定性进展。

This is a fight of unprecedented intensity, scale and influence. But we have made decisive progress

建立各负其责、各司其职的责任体系，

a responsibility system where every party fulfills their own duties and functions;

精准识别、精准脱贫的工作体系，

a working system where targets of assistance ate accurately identified and targeted efforts are made to help them out of poverty;

上下联动、统一协调的政策体系，

a policy system where policies at all levels ate coordinated;

保障资金、强化人力的投入体系，

an investment system to guarantee financial support and provide human resources;

因地制宜、因村因户因人施策的帮扶体系，

an assistance system where targeted measures are implemented for different regions, villages, households, and individuals;

广泛参与、合力攻坚的社会动员体系，

a social mobilization system to elicit extensive participation and build synergy;

多渠道全方位的监督体系和最严格的考核评估体系，

a multi-channel and omni-dimensional oversight system; and a stringent evaluation system.

形成了中国特色脱贫攻坚制度体系，为脱贫攻坚提供了有力制度保障。

This framework provides a strong institutional guarantee to back up the fight against poverty.

稳定实现贫困人口“两不愁三保障”、

the standards are set to deliver the Two Assurances and Three Guarantees, 

贫困地区基本公共服务领域主要指标接近全国平均水平。

and bring key indicators of basic public services in poor areas close to the national average .

要始终坚持，不能偏离，

We must stick to these standards from beginning to end and ensure sustainable results, 

既不能降低标准、影响质量，也不要调高标准、吊高胃口。

neither lowering the bar nor setting expectations too high.

市县抓落实，就是要因地制宜，从当地实际出发，推动脱贫攻坚各项政策措施落地生根。

City and county authorities take specific measures based on local conditions to ensure that all poverty alleviation policies and plans will deliver.

要改进考核评估机制，根据脱贫攻坚进展情况不断完善，

We will improve the mechanism for evaluating poverty alleviation results as our work progresses, 

对基层干部，重点是提高实际能力，

For officials working at the grassroots, the focus is improving their ability to tackle practical problems, 

培育懂扶贫、会帮扶、作风硬的扶贫干部队伍。

we should cultivate officials to be well-versed in poverty reduction policies, capable of solving problems,and disciplined in their conduct

要吸引各类人才参与脱贫攻坚和农村发展。

We should attract a broad range of professionals to join poverty elimination and rural development,

要关心爱护基层一线扶贫干部，

We should take better care of grassroots officials fighting poverty 

激励他们为打好脱贫攻坚战努力工作。

encourage them to work harder during the toughest stage towards final success,

——着力解决“两不愁三保障”突出问题

——Deliver the Two Assurances and Three Guarantees

到2020年稳定实现农村贫困人口不愁吃、不愁穿，义务教育、基本医疗、住房安全有保障，是贫困人口脱贫的基本要求和核心指标，直接关系攻坚战质量。

It is a basic requirement and core indicator in our poverty eradication effort that by 2020 we will succeed in delivering the Two Assurances and Three Guarantees for impoverished rural residents. This is key to the success of the final stage of our fight against poverty.

总的看，“两不愁”基本解决了，“三保障”还存在不少薄弱环节。

Generally speaking, the Two Assurances have been delivered, but there are still some weak aspects relating to the Three Guarantees.
