中非友好合作精神

        2024年9月5日，国家主席习近平在北京人民大会堂出席中非合作论坛北京峰会开幕式并发表主旨讲话。习近平宣布，中国同所有非洲建交国的双边关系提升到战略关系层面，中非关系整体定位提升至新时代全天候中非命运共同体，将实施中非携手推进现代化十大伙伴行动。

On September 5, 2024, President Xi Jinping delivered a keynote speech while attending the opening ceremony of the 2024 Summit of the Forum on China-Africa Cooperation (FOCAC). Xi proposed that bilateral relations between China and all African countries having diplomatic ties with China be elevated to the level of strategic relations. He also proposed that the overall characterization of China-Africa relations be elevated to an all-weather China-Africa community with a shared future for the new era. He said that China stands ready to work with Africa to implement 10 partnership action plans to jointly advance modernization.

        国家主席习近平曾这样阐述中非友好合作关系的内涵：“中非关系为什么好？中非友谊为什么深？关键在于双方缔造了历久弥坚的中非友好合作精神，那就是‘真诚友好、平等相待，互利共赢、共同发展，主持公道、捍卫正义，顺应时势、开放包容’。”

Chinese President Xi Jinping once interpreted the connotation of the friendship and cooperation between China and Africa like that: “Why do China and Africa have such a close relationship and so deep a bond of friendship? The key lies in an everlasting spirit of China-Africa friendship and cooperation forged between the two sides, which features sincere friendship and equality, win-win for mutual benefit and common development, fairness and justice, and progress with the times and openness and inclusiveness.”

        中非是风雨同舟、守望相助的好朋友、好伙伴、好兄弟，相似的历史遭遇、共同的历史使命让中国与非洲紧紧相连。2000年10月，中非合作论坛部长级会议在北京召开，中非合作论坛由此正式成立。习近平主席2015年出席中非合作论坛约翰内斯堡峰会开幕式并发表致辞，主持2018年中非合作论坛北京峰会并在开幕式上发表主旨讲话，2021年出席中非合作论坛第八届部长级会议开幕式并发表主旨演讲，2023年出席在南非约翰内斯堡举行的中非领导人对话会并发表主旨讲话。

China and Africa are intimate friends, partners an brothers who stand together through thick and thin, and they closely linked by similar historical experiences and common historical missions. In October 2000, the First Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) was held in Beijing, marking the establishment of the FOCAC mechanism. In 2015, President Xi attended the opening ceremony of the Johannesburg Summit of the FOCAC and delivered a keynote speech; In 2018, he presided over the Beijing Summit of the FOCAC and delivered a keynote speech at its opening ceremony; In 2021, he attended the opening ceremony of the Eighth Ministerial Conference of the FOCAC and delivered a keynote speech；in 2023, he attended the China-Africa Leaders' Dialogue in Johannesburg and delivered a keynote speech.

        目前，中非合作论坛已成为中非开展双边及多边对话、推动合作与发展的重要机制平台，在促进经济增长、基础设施建设、贸易与人文交流等方面取得了突出成就，对非洲经济发展起到了促进作用。从“十大合作计划”到“八大行动”再到“九项工程”，中非在实现经济发展和民族振兴的道路上互帮互助，不断拓展合作新领域，为引领国际对非合作正确方向发挥了积极作用。

At present, the FOCAC has become an important mechanism and platform for China and Africa to carry out bilateral and multilateral dialogues and promote cooperation and development, making outstanding achievements in promoting economic growth, infrastructure construction, trade and people-to-people exchanges between the two sides and playing a significant role in promoting Africa’s economic development. From the “ten major cooperation plans” to the “eight major initiatives” and then to the “nine programs,” China and Africa have helped each other on the road to economic development and national rejuvenation, continuously expanded new areas of cooperation, and played a positive role in leading international cooperation with Africa in the right direction.

        大道之行，天下为公，面向未来，中国人民将同非洲人民携手构建更加紧密的中非命运共同体，为建设新型国际关系、推动构建人类命运共同体不断注入新动力，携手推进合作共赢、和合共生、文明共兴的历史伟业。

An old Chinese saying goes, “When the Great Way rules, the land under Heaven belongs to the people.” Looking into the future, the Chinese people will join hands with the African people to build a closer China-Africa community with a shared future, continuously inject new impetus into the construction of a new type of international relations and promote the construction of a global community of shared future, and work together to promote the historic cause of win-win cooperation, harmonious coexistence, and common prosperity of civilizations.
