习近平指出,阿联酋是中国的全面战略伙伴,中方始终高度重视发展同阿联酋的关系。在双方共同努力下,中阿关系保持健康稳定发展,政治互信不断加深,务实合作稳步推进,人文交流丰富多彩。巩固和提升中阿关系是双方的坚定共识,符合两国人民期待。中方愿同阿方携手同行,打造更加稳固坚韧、富有活力的中阿全面战略伙伴关系。双方要继续在涉及彼此核心利益和重大关切问题上相互支持,保持高层交往,筑牢战略互信。加强发展战略对接,在能源、投资、贸易、科技等领域深挖潜力,深化互利合作。推动教育、民航、旅游等合作取得更大进展,密切人文交流,夯实民意基础。在联合国、金砖国家等多边平台增进协调合作,以中阿关系的稳定性应对国际和地区形势的不确定性,共同推动构建人类命运共同体。

双方围绕当前中东和海湾地区形势交换了意见。习近平强调了中方劝和促谈的原则立场,重申将继续为此发挥建设性作用。

习近平就维护和促进中东和平稳定提出4点主张:一是坚持和平共处原则。中东海湾国家唇齿相依,是搬不走的邻居。要支持中东海湾国家改善关系,推动构建共同、综合、合作、可持续的中东和海湾地区安全架构,筑牢和平共处的根基。二是坚持国家主权原则。主权是各国特别是广大发展中国家安身立命的依托,不容侵犯。中东海湾国家主权、安全和领土完整应当得到切实尊重,各国人员、设施、机构安全应当得到切实维护。三是坚持国际法治原则。维护国际法治权威,不能“合则用、不合则弃”,不能让世界倒回丛林法则。要坚定维护以联合国为核心的国际体系、以国际法为基础的国际秩序、以联合国宪章宗旨和原则为基础的国际关系基本准则。四是坚持统筹发展和安全。安全是发展的前提,发展是安全的保障。各方都应该为中东海湾国家发展营造良好环境、注入正能量。中方愿同中东海湾国家分享中国式现代化机遇,厚植地区发展和安全土壤。

哈立德表示,阿中关系历史悠久、根基深厚,两国始终相互尊重、相互信任,有着广泛共同利益。阿方高度重视发展对华关系,愿同中方落实好两国元首达成的重要共识,深化各领域合作,为两国关系开辟更广阔前景,造福两国人民。阿方赞赏中国在国际事务中发挥负责任和建设性作用,为政治解决当前中东危机作出积极努力。阿方致力于同中方保持密切沟通协调,促进相关方面停火止战,尽快恢复地区和平稳定,维护国际航运安全,防止对全球经济和能源安全造成更大影响。阿方将切实保护在阿中国公民和机构安全。

BEIJING, April 14 (Xinhua) -- Chinese President Xi Jinping on Tuesday put forward a four-point proposal on promoting peace and stability in the Middle East, when meeting with Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, United Arab Emirates, in Beijing.

Xi called for adherence to the principle of peaceful coexistence. It is imperative to promote the building of a common, comprehensive, cooperative and sustainable security architecture for the Middle East and the Gulf region, he noted.

He urged adherence to the principle of national sovereignty. He said the sovereignty, security and territorial integrity of countries in the Middle East and the Gulf region should be fully respected, and the safety of personnel, facilities and institutions of all countries should be effectively safeguarded.

On adherence to the principle of international rule of law, Xi said the authority of international rule of law should be upheld to prevent the world from falling back into the law of the jungle.

He said development and security should be coordinated. All parties should work together to create a favorable environment for the development of countries in the Middle East and the Gulf region. ■
